Development of Bluetooth Enabled Switching Device for Handoff Selection in Multiple Operators Enabled SIM Card System

Mobile phone users have been faced with the challenge of Quality of Experience (QoE) provided by mobile network operators. This has led to the use of more than one phone which sometimes causes redundancy. This problem was a bit solved when phone with the capability to take more than one SIM cards was introduced. Hence, the need for Multi-SIM Cards Enabled Switching System. This is proposed as a solution to the problem. In this paper, the development of an android application for multi-SIM card Bluetooth Enabled System for measuring QoE parameters and initiate switching across various mobile network operators is presented. The developed system acquires network parameters using open-source embedded system platform. The switching depends on the Hand over Encoding Scheme with five (5) bits. Two of the bits have been used for SIM cards selection while the other three bits are used for Activities selection and Received Signal Strength (RSS) parameter. Results obtained shows efficient handover performance at different locations using Received Signal Strength (RSS) as the decision parameter for Handover. The scope of this work is limited to RSS values as the parameter for the switching process. However, other parameters such as traffic rate or coverage areas can be used to advance on this study.
