Committee of Infrastructure is a speculative design project that was completed in 2017 while completing graduate course work at ArtCenter College of Design in Pasadena, California. Committee of Infrastructure interrogates the issue of agency, representation, and intention within the domain of machine learning and artificial intelligence (AI). This chapter considers how humans and AI systems interact and negotiate with each other in a local government setting. It conceptualises how AI can be used to create representatives that advocate for organisations (PETA) and other agents. Committee of Infrastructure utilises speculation to show how humour and play can be used to examine serious issues like surveillance and governance, allowing designers, developers, citizens, and policymakers to have a dialogue about how we want AI to influence our daily life. PETA's video prioritises animals by predicting their behaviour and location resulting in mislabelling.
