The Cloud Radio Access Network (C-RAN) is a modern mobile and wireless communication model for managing a large number of heterogeneous communication and data-centric devices on the same platform. The mobile operators and the growth of ICT face severe problems as mobile traffic grows. Cloud Radio Access Network (C-RAN) is one of these solutions, with the capacity to establish the logical connections between radio resource heads (RRH) and baseband units(BBU). C-RAN processes user requests over a central cloud network. In this research, looked into M/M/c model based structures for the BBU Pool in order to reduce waiting times of users. The first step, in C-RAN, is to design an M/M/c, queuing model. Then, with the purpose of decreasing mean response time and cumulative power, develop an optimization problem for simultaneous BBU pool allocation and user scheduling. The optimization problem takes workload reduction and queuing stability requirements into account. To solve this problem, the queuing model with the little's theorem for calculating the threshold value of waiting time is used. This approach reduces the waiting time and response time of users in system for getting resource or BBU pool as well as increases the utilization of servers.
