Physical unclonable functions (PUFs) provide reliable and secure root sources for identification and authentication applications. Transient effect ring oscillator (TERO) PUF responses come from a metastable physical process. As a relatively new type of PUF, TERO PUF has not yet fully utilized FPGA resources like programmable delay lines (PDLs). To explore the use of PDLs in TERO PUF, we study two PDL-based TERO structures. The impact of the biases in PDLs on TERO PUF is also investigated. The characterization results show that a strong PUF can be achieved from the PDL-based TERO. Furthermore, the proposed PDL-TERO-PUF exhibits strong resilience to machine learning (ML) attacks. The resilience against various ML attack techniques, like logistic regression, support vector machines (SVM), random forest, etc., show promising results.
