While most of the following is in the context of terrorist activity, it pertains equally to nonterrorist criminal acts, such as street crime, drugs, and gang activities. Securing the homeland is everyone’s responsibility. ere are not enough law enforcement personnel at any levels to accomplish this gigantean task. Each of us must contribute as much as we can. Frequently, ordinary citizens ask, “What can I do?” e answer may seem obvious, but to many it is not.
