QoS Regulatory Framework

This chapter covers the quality of service (QoS) regulatory framework and its applicability in different networks and in different countries. The part of the service level agreement (SLA) which defines the QoS is referred to as the QoS agreement. Overall, the SLA plays an important role in QoS regulation because it includes the main key performance indicator targets between the service provider and the customer. QoS regulation is directly related to specification of QoS parameters, their targets, and measurement methods. The definition of QoS parameters has a certain goal: assessment of QoS via measurements and audit of the obtained results by using the target levels for those parameters. The measurement methods should be objective in all cases. In certain cases it may not be possible to specify concrete parameters that can be assessed objectively. QoS enforcement mechanisms require expertise in various aspects in different processes whenever telecom operators report QoS measurements.
