A n ea r thquake is a complex phenomenon . Despite great advances made in the pas t few decades, ea r thquake engineering remains as much an ar t as a science. Progress is constra ined by a scarcity of da ta , the relatively short his tory of scientific recording and the complexity of the underlying physical process. Expertise is often needed in handl ing incomplete knowledge, combining informat ion from different sources and intepret ing results from sophist icated models .
