How to Implement a Cloud Seeding Program

Darin W. Langerud, Bruce A. Boe, Conrad G. Keyes · American Society of Civil Engineers eBooks · 2016

This chapter provides more detail on how to implement a cloud seeding program. The primary objective of cloud seeding programs designed to increase precipitation is to meet the water resource needs of society. The chapter describes how program sponsors might approach the assessment of need and the formulation of goals. The feasibility study for a program should draw significantly from previous research and well-conducted operational programs similar to the proposed program. After the completion of the feasibility study, the prospective program sponsors will know if local cloud characteristics and estimated benefit-cost ratios warrant implementation of a precipitation increase cloud seeding program. An operational program design should include an operations plan that clearly explains the infrastructure of operations, which is written well in advance of seeding operations, and should be reviewed by the sponsor, contractor, and any regulatory agencies having jurisdiction over weather modification.
