From Modernization to a New Technological Agenda

In the previous chapter we argued that a series of political, administrative and macroeconomic changes have forced the issue of NGO-state linkages on to the agenda. In this chapter we argue that debates over the impact of Green Revolution technologies in the campesino sector are also leading to the conclusion that in order to adapt to current processes of economic and environmental change, future technology development strategies must shift their focus. They will have to move away from Green Revolution approaches based on centralized research institutes towards lower-input technologies based on a decentralized institutional structure. This will be necessary to meet both campesino needs and new challenges to the national economy. A lower-input and decentralized approach again suggests that NGOs and local organizations will have important roles to play in conjunction with NARS.
