Article is dedicated to methodological support and software tools for analysis and synthesis of stochastic systems with high availability at nonstationary (e.g. shock) disturbances. The methodology is based on Haar wavelet expansions and wavelet canonical expansions. Theory of vector complex statistical criterion is developed. Basic general vector algorithm is for complex statistical criteria worked out. Partial algorithm in case of parameters linear approximation and additive vector noises is given. Special section is devoted to software tools. Test examples and computer experiments. For shock disturbances wavelet technologies have evident advantages. Results were used for accuracy analysis and optimization in case of vector complex statistical criteria in shock stochastic information-control system with high availability.
