Both scholars and practitioners of development often encounter problems of organisation, management and administration, and we frequently read about the failure of mechanical transfers of western administrative theories and models to less developed countries (LDCs). This failure is often due to the fact that these models do not ‘fit in’ with different, complex, uncertain and variable local environments.
