IntroductionThree problems hinder the construction of critical infrastructure and communication of cybersecurity risks. First, reliable information on the risks of cyber-attacks to critical infrastructures is not readily available. Governments and critical infrastructure owners and operators have placed a veil on reliable information related to cyber-attacks to critical
