‘Despite the progress made, racism and its most ugly manifestations, racial attacks and harassment, are still frightening realities for many British citizens.’ With these words in its report, published on 20 December 1989, the Home Affairs Select Committee of the House of Commons confirmed yet again the reality of racism in Britain today. And racial attacks are not the whole story, for Asians and Afro-Caribbeans are at significantly greater risk of becoming victims of all types of crime than are white people.
