Around the world and throughout history, a wide range of individuals have employed surveillance. Police ofcers surveil drug dealers, intelligence agents surveil terrorists, criminals and terrorists surveil each other, their rivals, the authorities, and, of course, their next target. Kidnappers, stalkers, serial offenders, even jealous spouses, all surveil their victims. The point is the “watching” of another individual is used by a very diverse group of people and professions. Anyone targeting another individual, for whatever the reason, needs to employ some sort of surveillance for a period of time in order to obtain the information needed to conduct an attack. As such, those individuals aware of this fact will be more alert in order to detect its presence.
