A software-defined network (SDN) is a cutting-edge technology that manages network infrastructure, automated applications, and packet optimization. In this study, we employed LION and WHALE, which are hybrid optimization strategies to analyze the cloud scenario in an offline mode where computers are successfully installed and programmed to answer user requirements. When measuring performance, reduction of bandwidth, latencies and execution times, and higher throughput were all taken into account. In a cloud context, the completing time of all available resources allotted to virtual machines was calculated using a minimal execution time technique, and packets were optimized using a hybrid optimization method. It was proven that the recommended change increased throughput and reduced latency.
