This paper presents the process of developing a scanner analyzer of a mobile network of a digital substation for analyzing the transmission protocols of the IEC 61850 standard; Sampled Values streams (SV) and Generic Object-Oriented Substation Even (GOOSE). Moreover, this work describes the process of developing the software part of the network analyzer scanner and the process of optimizing the CPU load to improve performance using the Data Plane Development Kit (DPDK) library. The device will have a “lightweight” interface and does not require additional training of personnel, information is output to any device with Wi-Fi support. The scanner allows you to analyze errors in digital streams, analyze the congestion of local computer networks of a digital substation, as well as monitor SV streams and GOOSE messages. The results of the work demonstrate the result of using the library when scanning the SV and GOOSE protocols and find the maximum number of SV and GOOSE streams for the selected network scanner platform - Rasberry PI 4b.
