Program design includes the written description of, as well as the implemented services for, gifted students. Program design, then, must begin with a review of any state guidelines or mandates for gifted student identification and services. The philosophy and/or mission statement should articulate in clear, jargon-free language that the district is committed to meeting the needs of all learners and recognizes that some students may need services beyond what are typical in order to develop their potential. There is no reason to identify students in areas for which no services are provided. That person may have additional job responsibilities that don&s;t pertain to gifted education, but the leadership should be centralized to ensure consistency and continuity of services for gifted students within the district. Resources include a chart of guiding evaluation questions and corresponding data sources, sample survey items, sample structured interview prompts/questions, and an evaluation checklist related to program design.
