In this paper, a proposal is presented to put light into the possibility of using FM radio waves for hyperlocal covert communication. In this proposal, FM radio waves are used to send secret information through phase encoding of audio signal. This kind of information hiding is called steganography. The data to be hidden is encrypted and inserted by modulating phase value of audio signal. Phase coding is being used instead of Spread Spectrum Encoding or Least Significant Bit(LSB) based techniques for covert communication using FM radio waves. It is observed that the performance of the proposed algorithm is good.
