HEVC is one of the most efficient video-coding standards used in different kinds of services. In current HEVC model there is a large number of methods for encoding: different modes and various kinds of frame structures. In a default algorithm the full search of different encoding combinations to find the most efficient one is realized. It leads to high encoding complexity of the standard implementation. To reduce the complexity of encoding algorithm the method for fast CU (Coding Unit) decision is offered in this paper. It is based on picture structure, quantization parameter and size of CTB (Coding Tree Block). The experimental results showed that this method gives about 43% of time reduction with about 1% of coding efficiency loss.
