RESULTS OF ITS/IVHS PILOT PROJECTS

Like other advanced countries, Japan has been faced with increasing traffic congestion and accident problems, with the resulting environmental impact. Since the early 1970s, several attempts have been made to develop systems that can solve these problems using advanced telecommunications and information processing technologies. The practical use of these systems require not only technological development but public consensus concerning their relationships as a social system with existing systems, and concerning ways of sharing financial burdens, and methods of deploying these projects. These systems except for currently developed ones were therefore not put into practical use at once. This paper outlines several of these major system projects, the problems faced in implementing, and attempts to resolve them in the development of subsequent projects.
