Recently, a new standard for the coding of natural video pictures known as H.264 and also MPEG-4 Part 10, advanced video coding (AVC) has been finalized by the effort of Joint Video Team (JVT) of ISO/IEC MPEG and ITU-T VCEG. Compared to the previous video coding standards, H.264/AVC has significantly better performance in terms of the same bit rate. However, this causes high computational complexity in this encoder. This paper proposes new fast mode decision method which reduces computational complexity of inter coding in H.264/AVC. This uses the correlation of image sequences to decide a block mode. The correlation is computed the value of mean and variance in the difference image MB between current and previous image. Proposed method compares the threshold value with the value of mean and variance to decide the optimal block mode. The proposed method is able to reduce encoding time with a negligible PSNR.
