On behalf of the PRDC 2010 Organizing Committee, I welcome you to the 16th IEEE Pacific Rim International Symposium on Dependable Computing, sponsored by the IEEE Computer Society’s Technical Committee on Dependable Computing and Fault Tolerance. This year’s conference is being held at the National Institute of Informatics located in the center of Tokyo, Japan. It is close to many national museums and cultural spots for young people. I hope that you will have a chance to visit some of them, and enjoy our interesting modern Japanese culture. This year’s conference features the latest promising research results on the hottest topics in dependability, such as software and hardware reliability, testing and verification, security, and dependable systems. We would like to thank the Program Committee members for their efforts. It is our pleasure to welcome two distinguished persons, Professor Mario Tokoro and Dr. Tadashi Morita, as our keynote and invited speakers. Professor Tokoro is the project supervisor for the dependable operating system project funded by the Japan Science and Technology Agency (JST). He has been addressing open systems dependability as the key to the future of dependable systems. Dr. Morita has been the leader in developing a contactless IC card, called the Felica system, that is widely used in Japan. In addition to the main conference, we have organized research exhibits. We
