The complex and diverse satellite data flow and the customization of the corresponding on-board processing software are one of the major bottlenecks that influence the current standardization of satellite design and rapid development. The universal design and definition of satellite control information and parameter information are used in the form of CCSDS data packet to realize the specialization of satellite information flow by referring to the successful experience of packet telemetry and packet telecommand. The on-board data stream, space-to-ground data stream and space-to-space data stream can be unified through standardization design method based on the packet format, which promotes standardization of the on-board software design, on-board equipment design and satellite interface design. Software reusability and reliability of on-board software are also developed. By this means, the efficiency of satellite development can be improved, and both the cycle and the cost of satellite development can be reduced.
