The continuous development of network technology boosts deep-level interaction and coordination among expert users, and remarkable web collective intelligence emerges in the process. It is an urgent research problem to explore the connotation, characteristic and external influence of web collective intelligence in order to better understand and utilize it. With network community as the environment, expert users as the subject, and web comments as the carrier, web collective intelligence has a broad and profound impact on the research of technology foresight.
