In this paper, a risk transfer based defensive model against botnet rooted DDoS attacks has been proposed. In the basic architecture of proposed model, our main work solely focused on communication between control broker and directory manager. A model has been proposed for the selection of optimal set of cooperating ISPs by using modified HEFT (Heterogeneous Early Finish Time) algorithm and fuzzy dominance sort rules. All incoming traffic will be transferred to selected cooperating ISPs ISPs after reaching a certain attack level threshold in return of monetary incentives. This whole problem is formulated as multi objective optimization problem where make-span, cost and reliability are taken as objectives to be optimized while selecting optimal set from the feasible sets of solutions.
