Research on Multi-layer Hierarchical Factors of Information Communication in Emergency Command

The paper establishes the multi-layer hierarchical interpretative structure model of 25 factorswhich influence the information communication in emergency command by the system engineering theorywith the help of numerical software. The model clears the hierarchical relationship between differentfactors and reveals the surface factors like a lack of experience, information lag, one-way communicationchannel, poor feedback channels; the middle-level factors, such as information missing, too much noise,too long path, low information shares, media errors and etc.; also the key underlying factors of conflictsamong interest groups, the lack of supervision and evaluation mechanisms and so on. The paper then putsforward specific strategies based on the model. In the light of above analysis, the paper finally studies thecase of earthquake of Yushu Qinghai.
