In this article we propose a new, user-friendly database model that will enable the typical Information Systems user to define the basic features of traditional documents. This user-defined information will be later used to automatically create the characteristics of the database that forms the core of the IS. The aim of the FMS model (Forms Management System) we present here is not only to provide a set of tools to create application prototypes and design databases, but also to establish a complete framework that will enable user's designs to have immediate validity, without jeopardizing further debugging carried out later by the analysis and development experts.
