Due to the penetration of IoT, a management scheme for delay sensitive applications is required because many applications need real time data processing such as event detection. Furthermore, since machine to machine (M2M) communications without human intervention will emerge, a negotiation procedure for M2M is required. Then, we propose to introduce software agents for the management by exchanging and analyzing not only the profile of machines but also the dynamic status. In this paper, we show that data such as utilization and location of the machine are useful to manage delay sensitive communication. Concretely, we first formulate the transfer delay for event delivery and data gathering to determine the suitable location to perform them. Next, we discuss the negotiation procedure for M2M communication, and verify that the requesting agent should declare the deadline for the requested agent to keep reasonable response time.
