In this paper, we present a new concept to detect and track the target without scanning the space. In contrast to the Doppler effect, the new approach allows one to monitor the movement of the target in the transverse plane relative to the direction of detection. The concept is based on a recording of incoming microwave power with the linear array of detecting chips located at the radar focal plane. Meanwhile, a power detection coefficient is assigned to each chip according to the spatially distributed square function. The feasibility of primary tracking radar setup operating on a new concept is demonstrated experimentally. The vertical cylindrical Fresnel lens focuses 5 GHz electromagnetic waves from the target into the image plane, where the horizontal linear array of chips with antennas and amplifiers records the incident microwave powers. The Arduino board and software are used for processing the data and tracking the target's horizontal location.
