User testing doesn’t necessarily come at the end of the development process. You can test an idea at the very beginning with low-fi prototypes, even paper prototypes. And you should test along the way any time you think it would be beneficial, for example, to test a specific functionality or interaction before moving forward with it. For sure though, it’s something you want to do before releasing to the market.
