Requirements Elicitation is the most integral part of the Requirement Engineering. It is observed that if requirements are gathered cautiously, the success rate is increased for a project. Requirements Elicitation requires cooperation with the client and all other stakeholders. With the help of different case studies, we observed that a lot of software fail due to Requirements Elicitation barriers. These barriers can be either of Cultural or Software context, and differences in perspectives of stakeholders or clients. This research investigates various barriers to Requirements Elicitation process in Pakistan Software Industry and proposes solutions to overcome them with the help of RES-TOOL (Requirements Elicitation System Tool) that enables us to calculate success rate based on requirements elicitation barriers occurrence.
