Chapter 2 illustrates the essence and provides the first definitions of online political hatred. In particular, the analysis considers the most important European states in this area, and their regulatory disciplines. The chapter also illustrates the essential points of the digital society that have radically changed the framework of traditional hate speech. The definitions that are elaborated draw inspiration both from the supranational legislation and from the interpretations of numerous scholars, and demonstrate a definition of hate speech that has evolved over the time. The chapter highlights some definitions of ‘local’ hate speech, that is, as they are considered in the norms of some states (in particular Denmark, The Netherlands, Poland, Czech Republic and Hungary). It then discusses the works of the Italian ‘Jo Cox’ Commission and some specific points related to digital platforms.
