A Collaborative Mechanism for TV Operator and Mobile Operator in TV White Space Sharing

The shortage of spectrum resources is a critical obstacle in modern communication system, while the TV White Space (TVWS) is under exploitation with great potential. The traditional TVWS detection using Cognitive Radio (CR), without TV operator involved in, is used in a small range with power limitation and uncertainty of communication quality. In this paper, the collaborative mechanism among the TV operator, Mobile operator and users is designed and can be applied in a large range with mutual benefit and communication quality guarantee. Users use TVWS to improve the service experience and complete TVWS detection at terminals using CR technology. Then, the TV operator leases TVWS spectrum to the Mobile operator based on the TVWS detection results and the Mobile operator provides services to users using TVWS, charging for the network traffic flow. To verify the effectiveness of this mechanism, we construct the profit model, taking the TVWS channel collision and interference into consideration. The simulation results show the collaborative mechanism is well aligned with the model analysis.
