The e-license generated by the Internet plus government affairs is an important part of the government's informatization, and the current application faces some problems that cannot be overcome by the existing technology. For example, cross-regional and inter-departmental application processes are complex, applicants and difficult to apply, use, and verify for certificates. Government information communication channels are not smooth. Access rights management is unscientific. Resources are shared and exchanged in real time. Due to complicated processes and data barriers, the public participation is not high. The blockchain as a decentralized centralized technology is undoubtedly the most appropriate choice for solving existing problems.
