Web-based tool for Registration and Recapitulation of Eligibility Certificates at East Nusa Tenggara Marine Affairs and Fisheries Department

The results of implementation of East Nusa Tenggara Marine Affairs and Fisheries Department or Dinas Kelautan dan Perikanan Nusa Tenggara Timur (DKP NTT) web tools and the tests that have been carried out, prove that there has been a decrease in the number of public and industry who registered registration and proposed UPI who came directly to the DKP NTT office. This of course greatly helps the public and the industry in accelerating the process of the SKP by DKP NTT spending for them. Using the waterfall method, registration and recapitulation of SKP application Web-based at DKP NTT is created using the Bootstrap framework that is responsive design so that it allows the web to adjust the screen size of the devices used by web visitors. This helps the public and industry who register using smartphones or tablets owned by them without having to come directly to the DKP NTT office to do the registration and propose of the UPI. The results of the analysis illustrate that there has been a decline in the number of people and industries that come directly to the DKP NTT office in a month, which is around 91.3%, while the number of callers asking about information about UPI and SKP has also decreased by 82%, then for those who communicate and consult via email also decreased by 74%. In addition, the effectiveness of the use of time in the DKP NTT office is also better because there has been a decrease in the estimated time needed. The existence of this website in addition to facilitating DKP NTT employees in conducting recapitulation of all UPI and SKP data, but also accelerating the process of granting certificates to the public and industry. In the registration process, which was previously done through conventional data filling through the registration form provided, it has now decreased the estimated time required for the registration process, which is 84%, then a decrease in time estimation also occurs in the registration and UPI process which is 93.4%. Whereas in the process of making SKP and issuance of reports, there was also a decrease in the estimated time required, which were 78% and 67% respectively. The conclusion of using this web tool is that the benefits provided greatly help DKP NTT in improving services to the public and industry. With the increase in the overall service process with an average increase of 80%, it is hoped that the registration and recapitulation services for DKP NTT will be better. The web tool that is build uses the bootstrap framework so that it also provides a convenient web display for web visitors who use smartphones.
