Cloud computing is a revolutionary paradigm that enables Ubiquitous availability of a shared pool of resources. In this type of computing environment, balanced distribution of workload across all the resources is one of the major challenges. This paper proposes a framework for efficient load balancing in the cloud. The objective of the paper is to effectively balance the load while maintaining the Quality of Service (QoS) demands of the client as mentioned in service level agreement (SLA) using Cognitive Agents (CAs) and Artificial Neural Network (ANN). CAs possess self-instructing, self-learning abilities that aid them in making critical decisions in a dynamic environment. The overall performance of the proposed framework is good in terms of execution time, throughput, resource utilization and response time.
