The phenomenon of spectrum resources shortage is primarily caused by inefficient spectrum usage not spectrum availability. Dynamic spectrum access (DSA) is one technique to improve spectrum efficiency. Because most spectrum access algorithms need to sense the spectrum states of primary users in real time, this paper proposes a new spectrum access framework based on markov chain and spectrally modulated spectrally encoded (MC-SMSE) model without plenty of sensing time and energy. Firstly, markov chain is utilized to predict spectrum states in the future. Then, according to the predicted results, the spectrally modulated spectrally encoded model (SMSE) is applied to produce overlay and underlay waveform which is used for spectral access. The simulation results show the framework is a better solution to implement spectrum access. It can not only achieve reliable transmission, but also improve the utilization of spectrum at the same time.
