The idea for a project could come from anyone within the organization. In theory, there are two sources for ideas. The first source is top down, meaning all projects must be initiated from the strategic planning process because the strategic plans must have strategic initiatives, which executives would convert to portfolios or strategic programs and, in turn, projects. The second source is bottom up. Regardless of what idea management system exists, the idea for a new project must go through an idea management system or assessment process. Note the intentional shift from idea to project, which is to emphasize that only after this stage is there a project authorized to proceed. Validating the idea is accomplished via a comprehensive Feasibility Study that will consider various factors. The project management team consists of the personnel that will support the project director in managing the stage and project work.
