In the background of the existing medical system, the medical information of most medical institutions in China is not Shared, which leads to individual health records scattered in different medical institutions so that it is difficult to realize the effective integration of personal health records and further use for follow-up medical services. This paper presents a multi-layered block chain network for individual-oriented health care records storage and management. It has features that includes decentralized, tamper resistant and multi nodes maintenance. It manages the relationship of each node and achieves the secure storage and sharing sparseness of health records through the unique consensus mechanism that is distinct from the common blockchain network, so as to resolve the existing health problems.
