Today, inner city communications are a large part of urban life processes, and the quality of these connections has a great impact on the quality of life of people in a city. Fortunately, home and personal communication tools are abundant, cheap, and extensive, and these simple telecommunication devices can serve from a small to a large part of the communications among people in a city. In this paper, a model is proposed in which special transmitting and information encoder software tools are used to communicate between smartphones within the urban geographic area. The software is installed on the smartphones' memory, so they receive data from other similar devices around them. After that, they broadcast the data around. The data is then handed to reach the destination. This structure is a kind of Ad-hoc networks aimed at providing voice or written communication between people of a city. By implementing this model, the dependency of people on governmental large-scale telecommunication networks will be reduced, as well as the cost of telecommunication will be very low for them. The consistency of the structure presented in the model is very high because its infrastructure hardware is distributed and also it is not dependent on electricity or other vulnerable urban structures which have the risk of collapse in crisis situations.
