Knowledge Graph of Maritime Collision Avoidance Rules in Chinese

The aim of this paper is to establish a general knowledge graph for the field of nautical laws and regulations through COLREGS (International Regulations for Preventing Collisions at Sea) regulation. This paper designs five kinds of ontology: concept, subject, environment, action and catalogue. According to the ontology database, we extract knowledge based on rules and dictionaries, and the index tree of subject is finally established. The question-answering system constructed by the knowledge graph has good feedback and expansibility for military questions in COLREGS.
