In order to fully understand the overall security situation of the network system and control the security risks, it is necessary to shift the network security situation assessment from qualitative to qualitative and quantitative. The existing situation assessment work has problems such as incomplete considerations, inconsistent measurement standards, and unspecified implementation plans. The fundamental reason is the lack of a comprehensive situation assessment indicator system. Based on the information security latitude and longitude line theory of Academician Fang Binxing, this paper proposes a two-dimensional framework of situation assessment indicator system, mines and subdivides the content of the framework, forms a measurable and atomized indicator sub-item, and gives examples of data collection and quantification, establishes a multi-dimensional mapping relationship from indicator system to actual environment, and provides theoretical reference for quantitative assessment of security situation.
