E-mail and E-public Discussion Forum: Taiwan's Experience in e-democracy

Many governments want to provide services by internet to reduce processes and costs; in addition, it could also promote go ernments' clarity and democracy. Electronic democracy can be understood as the capacity of the new communications environment to enhance the degree and quality of public participation in government. This paper is trying to examine the current situation of e-democracy. And it is taking Taipei City Mayor's Email-box and Taipei Citizens' Forum as a case example. The study focuses on the relevant issues of citizens' participation in an e-government. These administrative mechanisms are inspected by a series of empirical investigational agent. The study will probe into what directions of e-democracy are head for, what factors affect development of e-democracy, what difficulties there are on e-democracy road? The results from Taipei's experience on the establishment, operation and management should contribute significantly to plan and evaluation for e-democracy.
