On Prototyping: Lessons from RAND Research

In a review of four decades of RAND research, the authors conclude that evidence of prototyping's benefits is mixed. However, the review suggests some conditions under which prototyping is more likely to yield benefits: ensuring that prototyping strategies are austere, not committing to production during the prototyping phase, making few significant design changes when moving to the final configuration, and maintaining strict funding limits.
