An Adaptive Bit Rate Control Scheme for MPEG-4 Video over Internet

This paper addresses an adaptive rate control scheme for MPEG-4 video based on an end-to-end architecture over Internet. Through feedback control protocol with RTP/RTCP in the end system, MPEG-4 encoder uses rate adaptive algorithm to control the output bit rate at the sender side. Thus, we can maximize the perceptual quality while achieving maximized utilization of network bandwidth resource.
