Time is a dimension on which life exists and curbs a number of lively events. To help people save such precious time in travelling, a system can be designed. In this paper, we strategize the development of a system which instead of finding the shortest path by length, will find the shortest path by time. It is observed in realism that when all the environmental aspects are considered, the shortest-length-path may not be the shortest-time-path. To implement such a structure, the trending Internet of Things (IoT) with the integration of Cloud and Fog computing deliver a vibrant global platform. Here, the IoT sensors perceive the speed which each vehicle achieves in a definite pathway, transmit those data to the cloud through fog layers, store and analyze the data by shortest-path algorithm, and provide desired feedback to the smart devices of citizens in the smart city. This system is expected to offer valuable facilities chiefly when time matters the most, like in emergency services.
