The paper proposes a methodology for using static Bayesian networks (BN) to assess the factors influencing the assessment of the quality of the national law enforcement agencies work. The methods for constructing the BN structure, their parametric learning, validation, sensitivity analysis and scenario analysis "What-if" are considered.
