Economic development requires the control, integration, and coordination of financial and personnel management at the national level with conventional development efforts. In Papua New Guinea economic development initiatives have been frustrated and morale lowered because excessive Public Services Commission proceduralism delayed recruitment, slowed up promotion, and stalled disciplinary proceedings. In both Zambia and Papua New Guinea continuing access to top Government officials was indispensible. In Zambia and Papua New Guinea it was necessary to form a multidisciplinary team, containing local personnel as well as donor expert. As the Zambian example shows, adjustments can be made to the budgetary systems if there is an appropriate political commitment and good team work. Both of the national institutional processes dealt with, budgeting in Zambia, and public service restructuring in Papua New Guinea, greatly constrained the ability of the countries to achieve their economic objectives.
