An emergency response model combining rescuers and victims

After an earthquake, some victims in the disaster area have the ability and are eager to help rescuers to save lives. Besides, emergency rescuers have little information about the earthquake area and want to get more accurate information from the victims. However, actions between rescuer and victims can hardly be coordinated in such an emergency situation. In the paper, a colored hybrid Petri net(CHPN) is used to analyze the actions between rescuers and victims. The continuous process and discrete process are analyzed and the cooperation is also considered in the model. A case study of earthquake emergency response is used to prove the feasibility of the model. The result shows that the earthquake emergency response combining rescuers and victims ensure a higher efficiency in the emergency response and the victims can do some typical things (searching, treatment, logistic help and so on) to help rescuers.
