Improving Productivity Strategically and Tactically

Many software development organizations have embarked upon improvement programs designed to improve product quality or development productivity. There are several factors that contributed to Hewlett-Packard&s;s success at improving its software development productivity, but an important factor is the company&s;s explicit management of both the strategic and tactical components to process improvement. The Software Engineering Institute (SEI) has developed a very detailed program for productivity improvement that focuses on improving the software development process. The SEI process improvement model explicitly integrates the strategic with the tactical. One of the most valuable features of the SEI model is that it explicitly identifies a relative time-ordering for implementing process improvement activities. A major strength of the SEI approach is that it carefully articulates a strategy model to help an organization develop a software process that is under statistical control. The foundation for the SEI model is for an organization to get basic management control over the development process.
